Third and last committee of the Conference of the U.S. Senate and House of Representatives on the Army Appropriations Bill. Sunday August 17th 1856. The committee met and after a conference of six hours at 10 o'clock P.M. 'Agreed to
Disagree.' A majority of the House Committee insisting upon a proviso directing that the Army should not be used to enforce the enactments of the bodies claiming to be the Territorial Legislature of Kansas. The majority of the Senate Committee opposing the restriction upon the report of the conference committee to their respective Houses, the Army appropriations bill failed to pass for the first time in the history of the Government.
