The Viet Cong guerillas, supported by the \ Russians in violation of the 1954 Geneva accord on partition, attack in \ the countryside with increasing boldness. Meanwhile in the U.S., following \ a critical survey by General Maxwell Taylor, is increasing military aid - \ also in violation of the Geneva agreement. Finally, President Diem has \ become increasingly unpopular with his own people, his regime being attached \ as "aloof and rigidly dictatorial" (New York Times).
