Hub of the peninsula's economy. Petropavlovsk-Kamchatsky stretches around the northeast side of Avacha Bay. Fisheries are the main industry on Kamchatka, and the city's harbour is known locally as 'the Bay of Thieves' because of its use as a


base by unregistered fishermen. Vladimir works as the local harbour master.
