The offices were wrecked by an explos- \ ion caused by a plastic charge apparently placed by a terrorist. No casu- \ alties were reported. Hundreds of persons in the streets celebrating \ the Tet New Year holiday ran in confusion, then watched \ firemen and military personnel combat the flames.
